Standing Rigging Tension Question

I have a 1978 Cal 2-27 with roller furling that needs more shroud tension. I have been reading up about tuning/tightening the standing rigging and most sources say to start with 10% to 15% of the cables breaking strength for the upper shrouds and then somewhat less for the lower shrouds (the 2-27 has only single lowers, not fore and aft). My dilemma is that the lowers are thicker than the uppers (originally 7/32" for lowers and 3/16" for uppers), so should I have more tension on the lowers than the uppers?
